A few common reasons:
Settings → Privacy & Security → Motion & Fitness → NeuroPing. Toggle on. The magnetometer permission has to be granted explicitly on iOS.
Most of the app works offline. Device discovery, the magnetic anomaly sweep, and Blast Radius all run locally — no internet needed. The Traveler tab, Speed Test, and Lag Test need internet for their probes and will show errors instead of values when offline. The signal walk test also pings the internet (Cloudflare, about every 750 ms) to measure latency at each spot you tag — offline, every reading comes back as a dead zone instead of a real signal reading.
That's how iOS sandboxes "see other devices on the same Wi-Fi" — without it, the OS won't let any app discover devices. Apple introduced this in iOS 14 to stop apps from silently inventorying your network. NeuroPing's whole purpose is to inventory the network, so we ask, and you can decline.

Separately, the internet-quality checks (automatic after a scan, plus Speed Test / Lag Test / Signal walk) and the Traveler tab's probes contact public endpoints like Cloudflare, api.ipify.org, and ipapi.co to measure your connection and estimate your location — the privacy policy lists every one of them.
